First of all it's an expression, not an equation. So you can't ';solve'; it for anything. If you want to FACTOR this, that's another story.
Second of all, yes, it's a binomial (bi + nomial = two terms). And since 49 = 7^2, you can call it ';the difference of two squares';.
In general, a^2 - b^2 = (a+b)(a-b). So here you have (r+7)(r-7).
