Do the following:
Start -%26gt; Control Pannel -%26gt; Uninstall a program -%26gt; Turn Windows features on or off (left panel)
A few momments later, a list of options will apear. Near the bottom, ';Telnet Client'; will appear. You can check it and click OK. This will install ';telnet'; from the command line console.

Vista doesn't come with Telnet preinstalled. You need to add it by going to Start%26gt;Settings%26gt;Control Panel%26gt;Programs and Features, click on Turn Windows Features On and Off (its on the left task pane) and in the list make sure the Telnet Client and Telnet Sever check boxes are checked. The is MS-DOS, you can use the command Telnet.
telnet is not provided with Vista. Hyperterminal is not provided with Vista either... you may want to copy your telnet.exe from an XP computer to your Vista machine.
You go to a command prompt, type telnet and the address (and the port number if it's something other than telnet) and press Enter.
