How do i take a photo like this?

i have a D3000 so i would like to know how to with this camera if you can tell meHow do i take this kind of photo?
The blur is too perfectly fitting around the girl to be made by a camera, most likely the photographer has opened it in Adobe photoshop, cut around the girl with only the background selected and then radial blurred the background.How do i take this kind of photo?
It looks like the photographer used a gobo in front of the lens to cause the two sides of the image to blur. That means that any photographer can use any camera to produce this kind of photo





You can practice using some plastic wrap taped two the two sides of your UV filter and adjust them until you get just what you want. A very simple and inexpensive gobo (short for Goes Before the lens or in other words is placed between the subject and the cameras lens.
Some fish eye lens do this. OR go to photoshop and use filter%26gt; blur%26gt; radial blur
